About the Office
The Office of Community Development is a County Department that was first established by the Luzerne County Board of Commissioners in 1975. Under the provisions of the Housing and Community Development Act of 1974, the office was designated to administer the Community Development Block Grant (CDBG) program. CDBG is an important tool for helping local governments tackle serious challenges facing their communities. The CDBG Program has made a difference in the lives of millions of people and their communities across the Nation. The Community Development Office, through the CDBG Program, the HOME Investment Partnership Program, and the Emergency Solutions Grants Program, has been an essential component in improving the quality of life for Luzerne County residents by providing over $400 million dollars for capital improvements, housing activities, social service programs, and economic development.

The mission of the Luzerne County Office of Community Development is the development of viable communities through the provision of decent housing, a suitable living environment, and expanded economic opportunities that will lead to an improved quality of life for Luzerne County residents.
