CPS / GPS Intake Units

Child Protective Services (CPS)

The Child Protective Services (CPS) intake unit investigates specific allegations of child abuse as defined by the Child Protective Services Law (CPSL) (Title 23 PA CSA Chapter 63). Department of Human Services Regulations. Title 55, Chapter 3490, fully
delineate the agency’s actions and requirements as mandates by law.

General Protective Services (GPS)

The General Protective Services (GPS) intake unit investigates all other reports of child maltreatment and neglect as per PA Code, Title 55, Chapter 3130.31 and the Juvenile Court Act.

Unit Responsibilities

The intake departments evaluate each child and family using a comprehensive risk and safety assessment methodology and case management techniques. The unit determine if the child is abused or neglect and take appropriate measures to ensure safety. Services are provided within the home environment and sometimes through separation of the child(ren) from the family. The units evaluate the families’ needs while ensuring the safety of the child(ren) and determine if the family should be served by Luzerne County Children and Youth Services and / or another community agency.
