Adolescent Unit & Independent Living Unit
The Adolescent Unit provides services to adolescents and their families. The independent living unit provides services to youth, aged 16 and over, to help prepare them for independence following their emancipation from the child welfare system.

Concurrent Planning Unit
The Concurrent Planning Unit was developed as a response to the Adoption and Safe Families (ASFA), in an effort to ensure that children placed in foster care placement achieve a permanent plan in a timely manner.

CPS / GPS Intake Units
The Child Protective Services and General Protective Service units investigate reports and allegations of child abuse and mistreatment. The intake departments evaluate each child and family using a comprehensive risk and safety assessment methodology and case management techniques.

Fiscal Department
The Fiscal Department of Luzerne County Children and Youth Services is responsible for the agency’s fiscal operations, ensuring compliance with Federal, State, and Local governments through detailed reporting. The unit is responsible for maintaining contract and billing records for various service providers to the children and families of Children and Youth Services.

Hazleton Office
There is a satellite office for Luzerne County Children and Youth Services located in Hazleton.

Information Technology Department
The Information Technology Department oversees the administration and maintenance of the computer infrastructure, maintenance of computer stations and software and additional IT support as needed.

Legal Department
The legal department of Children and Youth Services is responsible for initiating court proceedings pursuant to the Juvenile Act, the Child Protective Services Act (CPSL), and the Adoption and Safe Families Act (ASFA).

Ongoing Protective Services
The Ongoing Protective Services continues to monitor the cases opened for services, meeting with the family on a frequency determined by the assessment of risk. This unit maintains ongoing communication with treatment providers and other collaterals involved in servicing the family.

Quality Assurance Department
The primary purpose of the Quality Assurance Department (QA) is to assure that families being served by Children and Youth Services are receiving quality services from both this agency and the various contracted providers.

Resource Units
The resource units are responsible for the recruitment, evaluation, training, approval, and support of resource family foster / adoptive homes.

Screening Unit
The screening unit processes all referrals of child abuse / neglect to the agency and obtains the necessary information needed to identify the risk to the child.

Support Services Staff
The support services personnel are a critical component of the agency. Each member of the support staff has specialized tasks for which they are responsible.
