Our Emergency Management Agency is responsible for the judicious planning, assignment and coordination of all available resources for an integrated program of prevention, mitigation, preparedness, response and recovery for emergencies of any kind that may occur within Luzerne County.

Upcoming Events:

Luzerne County EMA in conjunction with the Wilkes-Barre City Department of Health and the PA Department of Health are hosting a free drive through COVID testing clinic.  The site is located at South Main Plaza, 400 South Main Street, Wilkes-Barre.  Hours of operation are 10 am to 6 pm Monday through Friday.  The last day of testing will be December 22nd.
We ask that you please wear a mask until you are instructed to remove it.

CodeRED Mass Notification System


Luzerne County EMA is proud to announce the launch of our new mass notification system from OnSolve known as CodeRED.  This system is a high-speed, Web-based mass notification app that has been in use since 1998 and is used by more than 3,000 state and local government entities across the United States and Canada.  CodeRED gives Luzerne County EMA and your local municipality the ability to send critical communications via telephone calls, text messages, and emails to registered participants.  Onsolve, the parent company of this system, has been battle-tested longer than any other notification solution on the market and has data centers located all around the world with rollover capabilities to ensure messages are sent.  The secure, customized Community Notification Enrollment (CNE) process is easy to use and allows residents and businesses to add or update their contact information to ensure they will be included when a message is sent.  Unlisted numbers, mobile numbers, TDD/TTY requirements can also be entered.  

There is multiple ways to enroll in this system.  You can click on the symbol below, farther down this page, and follow the directions or you can utilize the Text to Enroll (TTE) method, a single SMS-message feature that provides mobile users the option to text “LuzerneAlerts” to 99411 and receive an SMS response containing the Community Notification Enrollment (CNE) link, then press on the link provided and follow the directions.
