ALL Applicants MUST upload/attach a photo of current government-issued identification (Driver’s license or identification card. All ID must match application address or accompany address update card.)
OUT OF STATE APPLICANTS MUST upload/attach a photo (front and back) of the carry permit issued by their home state. Home state permits must be UNRESTRICTED. (Not for purpose of employment/hunting/sportsman, etc.) If your home state requires recertification/any type of additional documentation to be carried with your permit, that must also be attached. Failure to do so will result in your application being returned. This will be required every time you apply/renew.
NON-US CITIZENS MUST upload/attach photo of driver’s license or state-issued identification, copy of the front and back of your permanent resident card, money order, AND 3 months of utility bills, establishing residency. Failure to do so will result in your application being returned. This will be required every time you apply/renew.
NATURALIZED US CITIZENS MUSTupload/attach a photo of the above-required documents and a photo of your valid, US Passport, or Certificate of US Naturalization. This will be required every time you apply/renew.
These are required documents whether your application is for a new permit OR for a renewal. Failure to provide required documentation will result in your application being returned.
After online application is processed, you will receive an email from Permitium to set your own appointment to pick up your permit. Due to the high number of applications being submitted, expect a longer than usual wait time between approval and your appointment. Appointments are on a first-come-first-served basis. The most effective way to avoid delays is to send all required documents in with your application.
The identification requirements are the same as above. If not provided, the application will be returned via mail.
Application must be LEGIBLY completed in its entirety, including signature, date, and contact phone number.
Money order / bank check for $20 made payable to the Sheriff of Luzerne County must also be included with your application. (No personal checks or cash accepted.) Application, documents, and money order shall be submitted to Luzerne County Sheriff’s Department for processing to Luzerne County Sheriff’s Department, ATTN: Licensing Division, 200 N River St Wilkes Barre PA 18711. If you are unable to mail in your application or prefer to drop it off in person, it may be dropped off at Security in the Courthouse basement.
If approved, you will be contacted with an appointment date and time.At this appointment, your electronic signature and picture will be recorded and you will be issued your permit.Appointments are scheduled Monday through Friday 8:30AM – 3:00PM at the Luzerne County Records Retention Facility located at 85 Young St. Hanover Twp., PA 18706.An appointment is REQUIREDto obtain your permit.
