COVID-19 Grant Information for Nonprofits

$3 million has been allocated for grants to nonprofit organizations.

Eligible Nonprofit Organizations

Applicants must meet all the following criteria:

  1. Must be an organization with a tax- exempt status of 501 (c) 3 or 501 (19).
  2. May be structured as an unincorporated association, a trust, a corporation, or limited liability company. 
  3. Must have been negatively affected by the COVID-19 pandemic and related statewide business closure. 
  4. Must have a primary physical operation in Luzerne County. 
  5. Applicants will self-certify that 51% or more of revenues are generated in PA. 
  6. Must have been in operations since September 1, 2018.  
  7. Applicant will verify tax status by submitting their most recent IRS Tax Exemption Letter.
  8. Applicant will self-certify that at least 50% of their annual pre-COVID revenues were generated from one or more of the following programs or services provided to low-to-moderate income families/individuals or disabled individuals residing in Luzerne County: food security, homeless assistance, housing security (including rental and utilities assistance), accessible and affordable child care, employment services, transportation, accessible and affordable health care and/or workforce development. 
  9. Must be in good standing with the Pennsylvania Department of State and will provide a Certificate of Good Standing from the state dated no earlier than December 31, 2018.  
  10. Must currently be operating or have a clear plan to re-open once the Commonwealth permits partial or full re-opening of the nonprofit.  
  11. Must use the funds for COVID-19 related expenses defined as those costs incurred due to the COVID-19 pandemic including state-mandated closures and/or operating restrictions. Costs must have been incurred no earlier than March 1, 2020 and no later than December 30, 2020.

Ineligible Nonprofit Organizations

  • Nonprofits that do not have a primary physical location based in Luzerne County.  
  • Nonprofits engaged in any activity that is illegal under federal, state, or local law.
  • Nonprofits engaged in any socially undesirable activities, or those that may be considered predatory in nature, such as pawnshops, rent to own, check cashing or adult bookstores.
  • Nonprofits controlled by a board member or officer that has ever obtained a direct or guaranteed loan from the State of Pennsylvania or any federal agency that is currently delinquent or has defaulted within the last seven years and caused a loss to the government.
  • Non-profit private clubs which limit the number of memberships for reasons other than capacity.
  • Nonprofit government-owned entities or elected official offices.
  • Nonprofits primarily engaged in political or lobbying activities.
  • Nonprofits are ineligible if any board member or officer of the nonprofit is incarcerated, on probation, on parole; presently subject to an indictment, criminal information, arraignment, or other means by which formal criminal charges are brought in any jurisdiction; or has been convicted of a felony involving fraud, bribery, embezzlement, or a false statement in a loan application or an application for federal financial assistance within the last five years or any other felony within the last year.

Application Process

Applicants will complete the grant application and will be required to confirm they meet program eligibility as listed above; documentation required in stage 1 includes documents in electronic form for online upload, such as PDF/JPEG or other approved upload format:

  1. A signed certification form.
  2. IRS Tax Determination Letter confirming tax-exempt status of 501(c)3 or 501(c)19
  3. Financial Information: Most recent 990 filed (2019 or 2018). If applicant has not filed a 2018 or 2019  IRS Form 990, applicant must provide a management prepared financial statement including balance sheet and income statement for December 31, 2019.
  4. Any form of acceptable government-issued photo ID for the applicant’s authorized representative.

All documents must be in an electronic form suitable for online upload, such as PDF or JPEG.

Stage 2: Nonprofit Approved for Grants  

Only applicants selected for funding will be required to provide additional information as part of the final review and documentation for disbursement of grant funds.  The following information will be required: 

  1. Copy of official filing with the Department of State or local municipality for the nonprofit (only one of the following is required).
    1. Articles of Incorporation;
    2. Certificate of Organization; or
    3. Fictitious Name registration.
  2. Verification of bank account via uploaded statements or other approved review process.
  3. Certificate of Good Standing from the PA Department of State dated no earlier than December 31, 2018.
