Luzerne County Board of Elections & Registration Notice for Pre-Canvassing/Canvassing of Votes for the May 16, 2023 Primary Election  

The official pre-canvassing of votes for the May 162023 Primary Election will commence at 7:00 AM on May 162023 at the Luzerne County Penn Place Building, 3rd Floor, Room 301, 20 North Pennsylvania Ave., Wilkes-Barre, PA 18701. No person observing, attending or participating in a pre-canvass meeting may disclose the results of any portion of any pre-canvass meeting prior to the close of the polls.  

The official canvassing of votes for the May 162023 Primary Election will commence at 8:00 PM on May 162023 at the Luzerne County Penn Place Building, 2nd Floor, Election Bureau Office, 20 North Pennsylvania Ave., Wilkes-Barre, PA 18701.  

Those persons permitted to be present for the pre-canvass and canvass of votes are limited to candidates, parties, and bodies pursuant to 25 P.S. § 2650 and 25 P.S. § 3146.8 of the Pennsylvania Election Code. Every candidate may be present in-person. If unable to be present, candidates may appoint an authorized representative to attend.  

Appointments of party representatives and candidate representatives can be done by completing the “Poll Watcher Certificate Request Form”. This form may be obtained by contacting the Election Bureau in advance of Election Day. After completion and approval by the Election Bureau, authorized candidate representatives and authorized party representatives will be provided a certificate for entry.



Luzerne County Board of Elections & Registration Special Meeting for the Commencement of the Adjudication Process for the May 2023 Primary Election

 

The Luzerne County Board of Elections & Registration will convene a Special Meeting on Friday, May 19, 2023 at 9:00 AM in Room 301, Luzerne County Penn Place Building, 20 N. Pennsylvania Ave., Wilkes-Barre, PA for the purpose of the commencement of the adjudication process for votes cast for the May 16, 2023 Primary Election. This process will continue until completed and is open to the public.

 

 



Board Overview

The Luzerne County Board of Elections and Registration shall have and exercise all powers and duties stated in Section 8.04 of the Luzerne County Home Rule Charter and, shall provide general supervision over all elections conducted by the County in accordance with the Pennsylvania State Bureau of Commissions, Elections and Legislation. 

In accordance with Section 8.04 of the Home Rule Charter for Luzerne County, the Board of Elections and Registration is comprised of five registered voters. Four of the members are appointed by resolution of County Council and the fifth member is appointed by an affirmative vote of those four members.  At the time of their appointment, each member of the Board of Elections and Registration appointed by County Council, shall have been a member of the same political party continuously for at least five years and shall remain a member of that party during his/her term of office.

If any member of the Board of Elections and Registration files a petition for nomination or election or becomes a candidate for any elective public office, his/her position shall become vacant, and the vacancy shall be filled by County Council within 60 days after the declaration of the vacancy.

Any three members of the Board of Elections and Registration shall constitute a quorum and shall have the power to perform the functions of the Board of Elections and Registration.
