  • All dogs three months or older must be licensed.
  • Seniors must be 65 years of age at the time of purchase in order to be eligible for the discount.
  • If applying by mail, return postage is no longer necessary.
  • You may apply for a license in person, via mail, or by visiting one of our agents.

Yearly Licenses:

To obtain a license by mail, please click here to the Department of Agriculture’s online license application (.pdf format). Complete the application and mail it with the appropriate fee to:

Lifetime Licenses:

Lifetime Dog License Fees
$51.00 for a non-neutered male or non-spayed female.
$31.00 for a neutered male or spayed female.

Senior Citizens Lifetime Dog License Fees
$31.00 for a non neutered male or non-spayed female.
$21.00 for a neutered male or spayed female.

This lifetime license can only be purchased from the Luzerne County Treasurer, who will maintain a file of the permanent identification verification form you will be required to complete. If you move, you must notify the County Treasurer of your change of address. If you move out of the county, the record must be transferred to your new county of residence, with that, there is a $1.00 fee. You will also receive a metal dog tag with your dog’s lifetime license number that must be affixed to your dog’s collar. If lost, the state currently charges a $1.00 fee to replace it.

Dog Owner:

A lifetime dog license application must be completed and signed by the dog owner. The Application may be submitted by mail or in person.

Treasurer: We assign your dog a lifetime number, we also fill out your Tattoo/Microchip Certificate. We then mail your Tattoo/Microchip Certificate back with your new lifetime number. You then have 30 days to have your dog tattooed/microchipped. YOUR DOG IS NOT LEGALLY LICENSED UNTIL THE ENTIRE PROCEDURE IS COMPLETED.
Dog Owner:

You then take the Tattoo/Microchip Certificate to a Tattooist (for tattooing) or a Veterinarian(for tattoing or microchipping). They in turn either tattoo the lifetime number on the RIGHT HIND LEG, ON THE INNER PART OF THE UPPER THIGH and/or insert a microchip. A microchip is implanted under the loose skin in the back of the dog’s neck. This microchip has information that identifies the dog owner. If the dog is lost, most animal shelters are equipped with scanning equipment to read the information off the microchip. They must also complete the Tattoo/Microchip certificate, this will verify that the procedure is completed.

You mail the Tattoo/Microchip Certificate to the County Treasurer’s Office and await your metal lifetime tag. If the tag is lost, a replacement costs $1.00.

When you receive your receipt and tag, your dog is legally licensed in the State of Pennsylvania. This license is not transferable from dog to dog. If you change your address or phone number in the future, please contact us by phone or by mail.
