The Recorder of Deeds Office acts as a collection agent for realty transfer tax for the Pennsylvania Department of Revenue, along with all of the municipalities and school districts in the County of Luzerne. In addition, the Recorder of Deeds collects fees for The Luzerne County Housing Trust Fund, to help defray closing costs for first time home purchasers. We collect funds for the Commonwealth Court Computer Automation and Equal Access to Justice Program; these monies are being used to help computerize the state court system and to enable low-income individuals to help afford legal aid in times of need. Finally, we collect archive funds for the historical preservation and archiving of all Luzerne County land records.
The mission of the Luzerne County Recorder of Deeds Office is to preserve the integrity, accuracy, and continuity of the public land records of Luzerne County so that the public, businesses, and other government entities may acquire accurate, timely information as efficiently as possible and thus can secure property ownership and engage in real estate transactions with confidence, currently and in the future.
Future goals of the office include a major project that involves the back scanning and indexing of maps and documents that are bound in books for easy computer access via our office computer system and the world-wide-web. The Recorder of Deeds is also laying the groundwork for the eventual implementation of an electronic filing system that would increase the efficiency of the office as well as providing another option for customers who record documents in the office.
