Jill A. Moran was elected to the Office of Luzerne County Prothonotary in 2001 and again in 2005. Prior to assuming office, Ms. Moran made a three point promise to the citizens of Luzerne County. She pledged to: 1) open a full-time office in Southern Luzerne County; 2) computerize the office to increase public access to documents; and 3) restore civility to the office. Within a few months of taking office, a full-time office was established in Hazleton to better serve the citizens of Luzerne County. A study into utilizing technology to increase accessibility to documents and protect original files was undertaken immediately and established in early 2005.

A lifelong resident of the Hazleton area, Ms. Moran graduated from MMI Preparatory School in Freeland. She received her Bachelor of Arts degree with magna cum laude distinction from Gettysburg College, where she was selected to the Phi Beta Kappa Society. She received her Juris Doctor degree from The Dickinson School of Law (now Penn State University, The Dickinson School of Law) and attended Temple University School of Law for additional classes. Attorney Moran has practiced law with The Powell Law Group, P.C. since 1994. She was named a principal in the firm in 1998.
