The Luzerne County Office of Community Development carries out its mission primarily through three federally funded Housing and Urban Development (HUD) programs:

• Community Development Block Grant Program (CDBG)

• Home Investment Partnership Program (HOME)

• Emergency Shelter Grant Program (ESG)
